update: documents are being readied (medico legal, pictures of bruises obtained and sworn statement) for formal filing in the office of the resident ombudsman, DILG.
friend of mine passed by a check point tonight, the checkpoint does not have a "CHECKPOINT" placard and were using mobile unit with washed out markings, though the policemen were wearing their uniforms and have nametags.
my friend was flagged down and he presented the documents (orcr and his license id) afterwards, he asked the policemen (SPO2 Nacis) what the checkpoint is for and were is the placard with can be seen in usual legitimate checkpoints. unfortunately, he encountered an arrogant police officer
here is what happened: (emailed to feedback@pnp.gov.ph, was planning to send it to dilg and napolcom but they dont have email addresses posted on their websites)
a police checkpoint was set up along katipunan ave, in front of qmmc, they are using a mobile unit that cannot be id'ed because of washed out paint markings, a policeman (spo2 Nacis) flagged down motorcycles and included in this is a motorcycle bearing a man and a woman on their mid20s. the passenger provided necessary documents and the driver asked the policeman what is the violation and the policeman said :
"oplan bakal (dont heard the exact name of the mission order) - the policeman said in angry and impolite manner (she was talking to the woman passenger) and with an additional sarcastic remarks (pertaining to the woman) - "ngayon ka lang ba nakasakay sa motor?"
as if the public does not have the right to know why there is such a check point, and it is also noted that their checkpoint does not have necessary "CHECKPOINT" placards as what can be seen on normal checkpoints and add to this the unmarked mobile vehicle they are using.
after a while, the driver went back to the checkpoint and asked the policeman what station they belong (since the marking on the vehicle is blurred).
the policeman replied: "station 8 bakit may magrereklamo ka? sasamahan kita"
after several explanations and exchange of words, the man said "sir, di naman dapat ganun ang pakikipag usap, di ba sir meron kayong advertisement na ireport ang aruganteng pulis" (was not pointed at anyone)
after that remark, the said policeman got irked and said that the driver said the word to him directly, as agreed by his fellow police officers, after that he mentioned
"26 years na akong nasa serbisyo, G%D D@^^ You!**** Ina KA!" in an irate manner
and immediately ordered the man arrested without any clear violation and forcibly handcuffed (bruises were obtained by the driver from handcuffs)
upon reaching the police station, the man and the passenger was presented to the police station who was then questioned by the Stn Com.,
the station commander asked whether or not the policeman was minura and the man replied with NO
the station commander then asked if minura sya - but only replied with silence and afterwards only said that the man (driver) said bastos daw sya - which actually never happened and a clear fabrication.
afterwards, the driver was led to the detention cell and told the crime was "minura ang pulis"
the driver could not believe it. how come they manage to fabricate such lies to cover for their fellow policemen's mistake.
the man was only released after the intervention of the barangay captain. if not for this intervention, the man would not know what will happen to him, what additional charges he will face (fabricated) since it is proven that they are capable of fabricating such lies.
